Yup. I was going with the turkey baster scenario, too. Bill and Hill needed a critter to make them more appealing in the political world so they hired Webb to provide love ick. (I’m probably wrong, but it’s a fun story.)

Later, when Bill was running for something or other, in Ark., it was thought that they "needed" a baby for him to win, so Hilary got preggers and kept the thing and Bill won. *shrugs*
