Strassel is saying that Simpson conned Feinstein into releasing the transcript because the testimony would “prove” that the dossier wasn't the initial impetus for the FBI counterintelligence operation against Trump - that it all began with this alleged informant inside the Trump camp. And then, when the testimony comes out and Simpson is forced into explaining how he and Steele came to know about a secret FBI informant, Simpson backs away from his testimony, and says “oh, I only meant the PapaD/Aussie hearsay stuff.” Which of course means, as Strassel is suggesting, that indeed the dossier resumes center stage for the FBI spying operation against Trump.
