I have always wondered at the “WHY” reopen the investigation. I think the answer has to do with Wieners laptop. It was discovered and given as the reason to reopen the investigation right before the election. Either the laptop had something on it or they were afraid the laptop had something on it that needed to be buried. By reopening the investigation the FBI could seize the laptop and suppress whatever was on the laptop. Remember they supposedly reviewed all thousands of email in just a few days. In truth nobody looked at the dammed thing, the whole purpose was to prevent anything on the laptop from becoming public.
If I remember correctly the laptop was originally seized by another law enforcement agency, maybe NY local or state PD, as part of the Weiner sexting case. Hillary needed the laptop buried ASAP before anyone could get a look at it’s contents. Hence Comey gets trotted out to reopen the investigation, the FBI takes the laptop, and then Comey again exonerates her. All the while making it look like she was being unfairly persecuted.
