It has always been my opinion that she was selling secrets. The best way to do that is to allow access to her server without actually allowing access. All she had to do was have the information on an un-protected server connected to the internet. Pretty inefficient, in the sense that by the time her clandestine (not officially secret) became public knowledge, every head of state was asking his spymasters what classified materiel they had obtained from that leaky thing. And if the answer was nothing, the next question - very pointedly asked - was, And why not? Why am I the only head of state in the world who knows nothing of these American plans and procedures? So even if she was trafficing in them, she wouldnt get maximum buck for the abuse she was committing. Strippers dont work on street corners, and theres a reason for that.

Understood but...she had several email addresses that we know of. With 30,000 or so missing it is plausible that certain email addresses were the carriers of said information.
