I doubt there are 20,000 of those. Can’t imagine what someone would mean by that, but I can see that it’s confusing
I used to be paranoid about those kinds of ballots. I figured I’d vote straight Republican and some counter would then mark down John Kerry on my ballot. I started just voting for each candidate individually to prevent this kind of thing.
