There is a way to do this, but I would lay money the GOP isn’t up for it.
When JFK became President, the Bureau of the Budget was full of longstanding Republican staff. They were pretty much unable to be fired and replaced.
So what JFK and his Congressional allies did was abolish BoB and replace it with the Office of management and Budget — OMB. Then they stocked OMB with their people.
You really want to drain the swamp? Start eliminating agencies, bureaus, commissions, and departments. Replace those that need to be replaced; don’t replace the others. Staff the new agencies with anti-swampers.
But as I said, the GOP isn’t up to it. they don’t have the cajones to try it.
I am afraid Trump must make this a priority at some point. He campaigned plenty on draining that swamp and it’s really time to hear an explanation why it isn’t able to happen.
Trump doesn’t mind taking names and kicking butt, so something is up. We’re in a revolution, no doubt about it, so I suppose it’s hard at the moment to see the forward progress being made for all the smoke in the air.
The mid-terms will be sort of the final solution, don’t you think? I mean, that’s going to be the end game, of which the outcome decides *for* or *against* proceedings toward an impeachment.
