Of course they are. OIG is a Schedule C postion that must be approved by the President as are ambassadors, Secretary level positions etc. In most cases IGs are career employees who fill jobs as political appointees.

I have not checked Open Secrets to see if Horowitz donated to the Dems. I doubt Obama had much to do with the selection process.
