The answer is surprisingly simple and brilliant. Trump and Sessions kept McCabe at FBI where they could watch his every move and listen to his every word - all while McCabe believed he was safe and Mueller was going to nail Trump. Surprise, surprise, surprise!

I believe it's more than obvious that Comey lied in his congressional testimony that he was compelled to leak to the NYT, in article published on 5/11/17, because Trump tweeted on 5/12/17, the day after. That in and of itself would more than likely negate any prior deal.

Now that Mueller & Co. know that the IG is also monitoring these things and even forced Mueller to dump obviously corrupt FBI agents and demote to HR (that first sounded absurd when it was announced last summer).

If it's legitimate to disagree with Sessions's recusals then it's also legitimate (not "phony") to want Sessions gone because of his recusals.
