Something interesting, I Googled the AG's plane for the meeting and found one tail number, came back as Reserved. I also found a tail number for a plane Holder used, came back Reserved. I then Googled AG's planes and for one photo of two different planes, both number's came back Reserved.

Seems they play with the numbers to limit tracing.

The point of parked planes is they aren’t necessarily registered to fly: they’re secure meeting places.
