I believe it is worse than that. I think George W, Bill Clinton, and George HW, all hired left leaning people to work in the Federal government. I think we have to go back to Reagan to find a President that did not overtly hire leftists to work in the Federal government.
I think when Obama got there, the Federal management staffs had already been stacked in his favor, and they just went along with his agenda.
