Says right on it “This note is legal tender for all debts, public and private”, so I’m inclined to agree with your method. If the law says it’s legal tender they don’t really have the right to refuse to accept it. We have to put up with public accommodation laws, then the tyrants have to put up with us using cash, period.

Yep.

You cash says “this note is legal tender for all debts public and private” — their refusal to accept it means one of two things (1) they are forgiving your debt, or (2) the statement is a lie and opens up the federal reserve to legal action.
