None of the articles mention it, but yes, he's a Democrat. In earlier articles he claimed the child was a willing participant.

Keenan agreed to a life sentence with the eligibility of parole after ten years.The plea change including 8 counts of raping a four year old leads one to suspect that the turn around was to hide even more horrific crimes, hoping the guilty plea would stop further investigation.
This child may not be his first or only victim.
