How was coverage for everyone going to be smaller. His major changes was no mandate and competition across state lines, which I never really understood. If a major player pulls out of NY, what would entice them to get back in if state barriers were relaxed?

If state lines are dissolved, there would be no need for this company to go BACK to NY...The NY’ers could go elsewhere for their coverage...

The whole point was that, say, an insurer in Wyoming could cover patients in NY. That's a good thing. Inexpensive out-of-state insurers could compete in NY, major players would pull out of NY, NY would (hopefully) realize that oppressive regulations were driving major players out, NY would have to back off its "Empire State" mindset to entice them back.
