Reminds me of a chapter in a Neil Stephenson book “Diamond Age”, where everyone carries nano machines in their bloodstream. In one scene, a character is convicted of a crime, a judge pushes a button, and the nano machines slice the person to smitherines.

I have some idea of how they could make people have such implants. In many cases, it will be voluntary but many people will be likely to take it.
