Prosecutorial review is standard procedure. They broke the speed record in declaring this a clean shoot, only happened 2 days ago. Prosecutors probably spent 3 minutes looking at the video on this, said “that’s a no brainer”, and then spent the rest of the”review” talking about their basketball brackets.
