I doubt that he rents ANY space to any RUSSIAN GOVERNMENT ENTITY ( much different from a BANK, even though Chinese banks and probably Russian ones too, are sort of connected to their respective government; they aren't a "government entity" per se ) which was also thrown in, in the article and in one posters post, besides banks.

Put Giuliani in charge (if he would take it) of investigations of RICO violations wrt to the Clinton Foundations dealing with foreign governments and we know there are dozens of connections.
