” Transgender Jew” is an oxymoron. The Torah says such a person is to be cut off from his people. He is not a Jew; he has forsaken the Covenant. You can’t be both.
I suspect that at most, his “Jewishness” is basically just cultural, not religious. In fact, if you were to ask him about the Holy Torah, he’d probably go “Who’s she”?
