It will not be up to Mexico to decide to pay or not. Trump can add a surcharge to visas or border crossing cards issued to Mexicans. He could levy a duty on goods imported from Mexico. There could be a tax on the remittances sent to Mexico, which total $22 billion a year. There are many ways to get the Mexicans to pay for the wall.

Instead give them the bills for education, food and healthcare of their citizens. About 200 billion a year?

“There’s no way that could happen,” Videgaray said on Mexican television a few days after his appointment. “There are no circumstances...not even the best possible trade deal, investments, support which would justify taking a step that would violate the dignity of Mexicans to such an extent.”

Just out of curiously, how much would the return of one million Mexicans cost the Mexican government, I wonder? I'm just using some rough napkin numbers, but let's say that represents the loss of 2 billion dollars in yearly remittances, an increase in health care costs of one billion per year, increase in education costs of 1.7 billion dollars per year, increase in social service costs of half a billion per year, plus an immediate drop in employment rates of 1%.

But I was just figuring 'average' Mexican citizen living illegally in the United States. Let's say that 1 million are comprised of those who have outstanding convictions or pending charges, repeated offenders, etc, the ones Trump has said the focus would initially be on.

On the plus side, there's only a quarter billion drop in imported remittances. But an increase of 3 billion in education and health care, an additional billion in prison costs, and an additional 1.8 billion in social services.

Honestly, I really hope Mexico keeps on going on the path they're going on, because if people are rioting over a few percentage increase in the current cost of gasoline and diesel, it's going to be a FUN time when people start rioting over cuts in health care, welfare, education, etc as they pay for repatriated citizens.

Ways he could make Mexico pay for it:
* increase cost of legal visas, use that toward construction
* tax on remittances
* apply fines charged to individuals or the home nation for each illegal immigrant
* bill Mexico for the care and feeding of its citizens, especially those in prison
* for the few he may legalize, apply massive financial penalties, say that money is for a wall
* import duties on Mexican goods with money to go for the wall/border enforcement
