The president cannot pardon for future acts, only for past ones, and only for federal crimes, not for state crimes.

There are limits to the Presidential pardon power.

The Pardon is for criminal conduct. Civil conduct is not covered. In the Clinton’s case being sued out of existence would probably hurt them more than being found guilty of crimes and given a slap on the wrists.
