I'm not allowing them to leave. They can leave. But what they can't do is think i'm going to forget about all the money they owe.
Set up their own national government. Appoint ambassadors. Print their own money. All is fine, just make sure it is understood that they will be obligated to pay their share of the Federal debt which they more than most, helped to run up.
As I have mentioned, most of the unfunded Federal Obligations are in the form of Social Security/Medicare spending, so it might be reasonable to conclude that if they agree to cover these Federal Obligations for their own population, then perhaps that is sufficient to meet the burden of resolving their debt to the U.S.A.
It is not an insolvable barrier. If they want to leave, let them Leave! I think there is a good chance the rest of us will be better off without them.
