The DREAM Act has never been passed by congress. Lindsey Graham voted against the DREAM Act in 2011.
So what the heck is he babbling about?

It is the power of incumbency, and also a clever, misleading campaign that Lindsey runs. Lindsey has pretend town hall telephone meetings where he never is confronted with a hostile call, only softball questioners. He avoids meeting with the South Carolina public due to his "busy" Washington schedule.
There is also, never a candidate with name recognition running against Lindsey.
We suffered for years with Senator Foghorn Leghorn (Fritz Hollings), and now we are stuck with Lindsey.
