I think Obama would view this as a stain on his legacy, and other than sticking it to the US that seems to be one of the few things he cares about.
But even if so, a Republican administration with access to all the documents that are being witheld now could still do a big service to the country by looking into what was actually done, and pointing out that were the individuals not already pardoned, they'd be going to jail.
