Pull an Obama. Executive order that all illegal immigrants in prison or illegal immigrant families with relatives in prison are tagged and sent back to their country of origin, with no chance to come back.
The penalty for failing to do this within 100 days is loss of all federal funding. To California, bye bye to that light rail to nowhere.
