That stutter is something Obama does when he is pretending to be a black stand-up comic.
I have also noticed that bizarre affect he puts on his voice to sound all “down-home and familiar-like” to people. Very fake.

When he is talking to an audience he has utter contempt for—i.e., a black audience—he puts on the black preacher voice. He pronounces “to” as “tuh.” And “economy” as “economeh.”

I think Mssr. Trump gets him so scared that he cannot say his name, (the name that shall not be named), because Mssr. Trump has stated, on record, that he would pursue legal action against Obama, once he was out of office.
It’s interesting that when an Alpha male, of any background, says somethiing about some true yellowbelly somewhere, that yellowbelly gets all nervous, and cannot get their mind back on track!!
