It would be compounded if the state then refuses to comply with federal unfunded mandates. And then the citizens could go on a tax revolt and stop paying federal taxes.

Well, the legitimacy of the revolt is staying within the Constitution which is what the revolt should be all about: a rebirth of political and economic freedom by reinstating the Constitution as written and originally understood and intended, as the Supreme Law of the Land. The feds are constitutionally empowered to tax individuals by the 16th Amendment which badly need to be repealed. Until then, revolting against paying federal taxes would put the feds on constitutional high ground.
