Party Committees appointing delegates can and do change the rules from year to year....it's not like this would be something new, it's also part of the process......But those who want to be delegates NEED to understand what those rules are and how they are applied.... It is not enough to just go in and say you want to be a delegate and who you support. It's never about "stealing" delegates...that's just ridiculous and something Trump wants spread...so forget that and look at the process..... Delegates can be "courted" as is said, persuaded to "flip" to another candidate. Therefore any candidate can approach them regarding changing over to support them. ...and there's always a ground game in which candidates people are fielded to accomplish this early on in their campaign..... In winner takes all states....that depends on if they are bound or unbound at convention. Some are bound for the first vote but released to vote for who they want thereafter...that generally means between two candidates....BUT the GOP are going to try and slide their man into that second round...where Trump and Cruz both will be working it to keep that from happening if Trump doesn't get a clear win in the first vote.
