When Trump accuses others, which he does all the time, the most logical conclusion is that his lack of offering proof is proof that he is lying.

I see what you’re saying and agree that any time a person accuses without offering evidence to support his accusation he may be lying. Additionally, for example, he may be giving another person an opportunity to come clean before publicly offering his proof, or he may be signaling for that person to contact him to discuss it before offering proof, or he could have countless other reasons for accusing publicly without evidence.
However, it can’t be said that accusing without offering proof is necessarily proof of lying.
