If enough people in a district/state/country feel they aren’t represented, they’ll throw them out. If they represent their constituents well (enough at the cost of neighboring entities), they are doing their jobs.

Theoretically that is true. However, as a practical matter, the party has an interest in throwing significant money and other resources behind incumbents. This money can change hearts and minds, and it does. That’s why politicians are on a constant hunt for money. Money often buys elections.
