You are correct in that he has rejected the Never movement, saying he will support Trump if he is the nominee.
He encourages party leaders to listen to voters and implies that moves to steal the nomination will hurt the party.
That's not insignificant, but it's not an endorsement.

HE still doesn’t quite get it. To say the voters are “angry” or “frustrated” makes it sound like they may NOT in the future be “angry” or “frustrated” if certain things happen within the party. What the movement is, is a realization that nothing good for us can ever come from those people. The last two years and this campaign have made that very clear.
