Precisely. By all appearances it looks like Ted has cut a deal with the insiders to keep the corrupt money train going.
I believe he's been a stealth "insider" all along. What evidence has ever been presented to prove that he was hated by the establishment? Where did that come from? I can understand that he's not well liked. His unlikeability is there for all to see, even in his interactions with his daughter, as evidenced by the photo of her recoiling when he attempted to kiss her, or the most recent where she's making "bunny ears" behind him at a public event.
