This is the most inventive idea I’ve heard. The other solutions will stop a lot of it, but new fraud enterprise will arise: fake ids, fake employees, shadow employees, etc.
With insurance claim restrictions, if Pedro the Illegal gets mauled by your lawn mower on a client site and goes to the hospital, your goose is cooked.
