This is a matter of playing with statistics.
Ever go into a quickie mart where an immigrant is behind the counter working for cash off the books? Asian/Arabs working off the books of their uncles business have a higher rate of welfare than Mexican immigrants.
But the big statistical play is that Mexican immigrants have low incomes. So an extremely high percentage of them qualify for the means based programs.
Of those of Mexican ancestry who qualify a lower percentage take welfare than naturalborn citizens WHO HAVE LOW INCOME AND THEREFOR QUALIFY.
There is a Malthusian-Guttmacher Population Control group I follow closely called CIS. They are the masters of cherry picking statistics and phrasing their explanation of immigration to further their agenda. I greatly admire their Orwellian skill.

From 1917 to 2000 and now since 2012 they have been president.
From 2000-2006 PAN’s Fox was president and accurately described as a libertarian leaning pragmatist.
From 2006-2012 PAN’s Calderon was president and a social conservative, committed to fighting illegal drugs. Calderon could be accurately described as the Santorum of Mexico.
PAN has always been described as the party of the small business man and devout Catholics. PAN won in 2000 because the Mexican economy collapsed under the PRI president. The economy tanked because Clinton’s Treasury Sec Rubin did what was good for Goldman-Sachs but bad for Mexico.

The Governor of Puerto Rico 2008-2012 was a great conservative/libertarian.
I took a heavily Hispanic Chicago suburb that went 55% for Gore and turned it 65% for the anti-corruption conservative Republican slate in a 3-way race against the pro-corruption slate of the liberal Republican governor (who then went to jail) and the Union Democrat slate, mostly of the teachers union.
The most conservative slate got 100% of the Hispanic vote (except for 1 Puerto Rican on welfare.)
In the next election, GOPe ran an extremely anti-Hispanic candidate for governor and the same suburb went 80% Democrat.
I moved out of the suburb and turned the conservative operation over to the Black pastors wife. (Think Mrs. Alan Keyes.) She turned that suburb (now even more heavily Hispnaic) 87% Republican when the moderate Republicans were supporting the teachers union slate.
So the heavily Hispanic area went from 80% D to 87% R.
I could give other examples from the inner city of Chicago, Utah, FL, TX.
Most Hispanic citizens are not even registered to vote. They are virgins. They are not committed to anyone.
Hispanics have positions on issues, but, like most voters of any demographic group, they vote for who appears to be friendly and their friend.... who appears to be on their side.
