The man with the taser, in the left of the shot, doesn’t even has his arm up until at about 9:31, at which point he is, using the back of the truck, between 12-18 ft from Lavoy and well within taser range.

As you can see in my post #136, when we first see the guy in the trees, I calculate that he's about 30 feet away from Finicum.
