I wish that he had, but I expected him to, because just like Trump, Ted is running to win, not to come in second.

So despite the war that has erupted between them, I would forgive it.

I don’t disagree. Ignoring the issues and making personal attacks its the realm of Trump. It is where he’s in his element, and it would be hard to beat him there. Meanwhile substantive discussions of the issues is Cruz’s wheelhouse and where Trump is mostly unable to compete. If Cruz wants to win he needs to somehow balance rebutting Trump’s personal attacks while remaining issue focused.
