An ugly truth that most people want to ignore is that about 3% of the national population known as "young black males" account for 40% of the murders, rapes, robberies and thefts.

All large urban areas are afflicted by the same problems - northern ones benefit from long, cold winters that curtail some criminal behavior. Duh.
