The BLM routinely loses control of backfires that they set. Some of these fires destroy tens of thousands of acres. Nobody loses their job or goes to jail. The Hammonds lost control of a backfire that destroyed 167 acres.

Burning the grassland really doesn't destroy anything as long as the burnt land is not eroded before the stuff comes back.

Arson is apparently about destroying things.
