Depending upon how much too long the sleeves were, the cuff could have been folded under/ inside the sleeve so that it looked almost normal. I suspect this was Trump’s coat; judging by the collar and the shoulders. Trump is around 6 foot 2. Cruz is, IIRC, 5 foot 8.
