Alternative idea courtesy of Robert A. Heinlein: Military service remains voluntary and, following honorable discharge, results in "citizenship" and the privilege of voting. The concept of citizenship and the franchise being a "right" obtained by accident of birth and survival to age 18 has proven itself to be flawed in all the same ways as pure democracy. That is it amounts to rule by the mob, who have by now realized that they can vote themselves the property of others by government sanctioned and enforced theft.

One should earn “votes” each person starts with one vote. One additional vote for each year served in military service. One extra vote for each 1,000 paid in Federal tax in the previous tax year, split between the filers on the Federal tax form. If you don’t help pay the costs of government through service or treasure your vote should mean less then those that do.
