God bless people who are willing to take physically adult minors who are also truants into their home. It does not appear to be a wise choice, but maybe the government subsidy makes the struggle worthwhile. Do the foster homes need to prove that the truant minor is attending classes in order to collect?
Military school would be a good choice for many of the males.
Maybe they supply cages with them.
