Bulls eye competition = 5 aimed shots in 20 seconds.
Hi Power = 10 shots (including a reload) in 60 seconds.

Why any parent is stupid enough to send their kid to college today is beyond me. Get an online degree. When Harvard students can’t pass a 150 yo grade school test I don’t really see the point to begin with. But sending your kid into a killzone and paying for the privlege is epic stupidity.

Olivia Pace, freshman at PSU and an organizer for the schools student union who organized the event said the groups attempts to work with administration to reverse their decision have gone ignored. [We] have tried for over a year to speak to the administration to try and stop the arming of campus security, Pace said. A second year freshman. Maybe she's a redshirt.

Well, the banner in the picture is correct. There are a couple other alternatives:
1. Students/teachers can carry. Then your response time to a shooter is what, 10-15 seconds @1000fps?
2. A whole classroom can be killed (or more) while waiting for a cop to finish his donut, drive to campus, and see what's up.
Last year, before approving the proposal to add armed officers to their campus, Portland State spokesperson Scott Gallagher told The Skanner said response time for the citys police bureau in a non-emergency situation can be up to 20 minutes.
If there were an active shooter, the armed police officers assigned to the university could respond within 60 seconds, according to the university. The PSU campus is less than a mile from the Portland Police Bureaus downtown precinct building.
What?! That doesn't make any sense at all. If they drove 60mph, that's a mile a minute. 60 seconds right there. But wait: shooting starts. Someone has to call 911, and those in that classroom probably won't be able to, so someone elsewhere in the building has to recognize the sounds, call 911. Dispatch has to get the call, find out where they are, then relay info to the cop. That cop then has to turn around/get in car/walk out of the precinct to their car, start the car, drive over, park, and enter the building. (I assume most cops have been trained to immediately enter nowadays, not just wait and try to negotiate.) The cop, who likely isn't familiar with the layout of every building on campus, then has to tactically move through the building, try to locate the shooter, and engage. Shooter has the defensive element, and could easily take down a single cop or two also if he really wanted.
So yea, they may respond to the shooting in 60sec: "Hello, Portland Police..", but the actual physical response will be much longer than that!
