1. Somehow electible, by any means necessary.
2. Politically reliable and controlable, by any means avaialble. (lots of ways to get that, with the NSA, FBI, and CIA under your control.
3. Politically correct philosophy. A tertiary characteristic that can be tweaked once they are in office.
