Yep. But they are only valuable to the blackmailer if they can do their bidding, I'm sure it's been made crystal clear to them that their little secrets are only safe as long as they are useful.

Step down and be exposed.

I believe it goes beyond blackmail. Many have been threatened, including their families.

They’ve been told if the love their wife, children, grandchildren, they had better tow the line.

They have been told that they can make noise for appearance sake but don’t dare cross the line.

the blackmailer could expose the person once they stepped down, but it gains little except to serve as an example to others.

of course, in order for the blackmail to work, the press must be complicit with the blackmailer in order to spread the word far and wide.
