Uh-huh. Regardless of the tox report, procedure said that he should have been belted into his seat. The police didn't, and it could well have been intentionally. They're responsible for his death. Was it murder? No, I don't think so. But it was definitely negligence.
I doubt you're very far off. He was faking an injury because he was dragging his feet when approaching the van to be put in it. They layed him on the floor yet he got to his feet even though his wrists and ankles were shackled. He was so high he probably felt nothing.
