This is squarely on the parents. Do gooder hippies who thought it would be nice to adopt some dindus in addition to their regular white kid so they could feel better about themselves. My guess is, in this “Frankenfamily,” the black kids got all the attention.
In my family we have two adopted Asian kids along with our “regular white kids”....
