This sort of thing was common from the 1960s/1970s.
College girls have been running around naked for whatever reason occurs to them since those days.
This is not new.
Its just teenage exhibitionism and fashion, unmoderated by community standards as they are long gone.

A male student who attended the stunt commented, “…. There were a lot of males who were there ‘supporting’ the event and by supporting I mean taking pictures and gawking. …. [a good portion of males] were there to see their first pair of breasts in real life.. I do not understand why some females who were supporting the event, were topless but covered their nipples. Seemed contradictory for me.”
