Those are day laborers-not panhandlers. I’ve seen them out here in BFE at the Home Depot and the lumber yards-they are looking for contractors and subs like me who want to hire day labor-and they work cheaper than most America laborers.

This Latino makes it a practice never to hire illegals-I do not break the law, and there are enough willing workers in this rural area who are native-born Americans-but a lot of contractors do hire them, so there are always a lot of them at the home improvement stores and lumber yard-in the parking lots, early in the AM, when we contractors buy supplies for the days’ jobs...

OK then, here's my understanding of your hiring practices as a contractor in Texas:

You drive into your town early in the morning to pick up day laborers standing on their corners then you choose a number of workers and load them into your truck then drive off to the job site, right?
