I’ve never found lying, cheating and stealing to be impressive. Even when they are the primary means by which an agenda is advanced.
"Impressive" is probably the wrong English word. Looking at the 20th century, lying, cheating and stealing certainly ruled the roost. Perhaps the word "astonishing", or "breathtaking" would be more apropos.
