Maybe...if shot at night(like the 50’s high altitude nukes were shot)...if the timing was just right where the Van Allen belts were thickest and you could get the altitude just right....it would be much more hit or miss with a day shot...as the belts are thinnest on the day side...you’d have to explode lower with more localized effects. Yet if you were trying to limit just to the US, you couldn’t. And if you miscalculated and took out parts of the western Pacific...China Russia Japan coastlines for example...then the offending country would be in for a world of hurt!
Don’t forget, the Star Prime high altitude shots affected things thousands of miles away beyond the distance of what the CONUS area is.
