It is only for transactions between the Federal Reserve and the Treasury. It appropriately has Woodrow Wilson’s picture on it! Father of the Fed!

You got that right. And there are only twelve $100,000 bills in circulation used between banks as you've mentioned, information of which is decades old, as the most recent information I'm aware of.
Since then, the $100,000 Chase Bill that are available may have been diminished, I don't know.
Just for fun, I'd like to pay the gas station attendant with a $100,000 bill and wait for change, after topping off my tank.

A few years ago they stopped the circulation of any denomination over $100, supposedly to curtail ‘money laundering, and this includes the Chase $10,000 bill. Years ago in a Las Vegas casino window I saw a display of $1,000,000 in Chase $10,000 bills. Then it was impressive!
