Well, even if he had turned over his license, there would have been no time to look up any details about him. Scott fled before info would have probably come back.

Given the question of the ownership of the vehicle, Id say the safest assumption the cop could make at that moment is, Holy crap - the reason he didnt have insurance and registration is because he stole the car! Now hes running!
And he looks like his license photo, but they all look alike! Come to think of it, he kind of looks like Habersham!
You might be correct, but again I think its important to establish the facts of this incident in order to properly analyze it.
Scott provided a license before he took off running which makes me think he wasn't very bright. Did it make more sense to stay with the car and check out the passenger or deal with the dummy who handed over his license before taking off?
